The plugging method comprises the following steps that a water stop steel sleeve is installed; mounting a blind plate; processing a blind plate; a grouting step; in the dismantling step, bolts between the flange plate and the blind plate are dismantled, after the blind plate is separated from the waterproof rubber ring and the abutting device, the blind plate is directly dismantled, and the waterproof rubber ring and the abutting device are left in a plug of the water stop steel sleeve; checking: checking whether water seepage occurs in the water stop steel sleeve after the blind plate is removed, if no leakage occurs, continuing the next step, and if water seepage occurs, mounting the blind plate and grouting again; and a permanent plugging plate welding step: welding a permanent plugging plate in the water stop steel sleeve. The anti-seepage effect can be improved when the dewatering well is blocked.
