The embodiment of the invention provides an underground building which comprises a water storage anti-floating facility which is arranged on a bottom plate, near the bottom plate or outside the underground building and can receive underground water from the outside of the underground building to adjust the water level of the underground water; the water storage anti-floating facility is arranged on the lower portion of the bottom plate, the balance weight anti-floating facility is arranged on the lower portion of the bottom plate, balance weight anti-floating force is provided through a balance weight body which is fixedly connected with or integrally formed with the bottom plate, and the water storage anti-floating facility can receive and contain underground water according to the water level condition of the underground water outside the underground building. The buoyancy generated by groundwater can be controlled by suppressing the water level rise of the groundwater. The embodiment of the invention further provides the underground garage.
