According to the invention, kaolin is used as a base material, aluminosilicate components in kaolin are fully utilized and reacted with phosphoric acid, and silica gel and aluminum dihydrogen phosphate or aluminum monohydrogen phosphate with relatively strong cementing performance are prepared, so that the bonding performance of the curing agent is improved, and the service life of the curing agent is prolonged. After mixing with solid waste, the mechanical property of a solidified body can be greatly improved; meanwhile, silica gel and aluminum dihydrogen phosphate or aluminum monohydrogen phosphate can play a good role in curing radioactive substances, and after the curing agent is mixed with radioactive solid waste, the radioactivity of the product is greatly reduced, so that the product is more environment-friendly; the curing agent has few raw material types, so that the preparation process of the curing agent is simple.
