The heat preservation and sound insulation device comprises an outer side plate, a cavity is formed in the outer side plate, sealing partition plates are fixedly connected to the positions, close to the top and the bottom, of one side of the outer side plate, and an inner side plate is fixedly connected to one side of each sealing partition plate; a cavity is formed in the inner side plate, and sealing strips are fixedly connected to the positions, close to the front end and the rear end, of the opposite sides of the outer side plate and the inner side plate. According to the heat preservation and sound insulation device for decoration of the fabricated building wallboard, through the design of the sealing partition plate and the sealing plate, a vacuum area is formed between the outer side plate and the inner side plate, external sound can be effectively prevented from spreading into a building, and therefore the outdoor sound insulation performance of the device is greatly improved; and through the design of the compressed wood chip layer, the aluminum plate and the extension fins, the transmission rate of external heat can be greatly reduced, so that the temperature in the building is kept at a proper temperature and cannot be excessively increased along with direct sunning of the sun.
