Comprising the following components in parts by mass: 400-500 parts of a cement-based material, 20-30 parts of CPE (Chlorinated Polyethylene), 450-550 parts of quartz sand, 15-30 parts of EVA (Ethylene Vinyl Acetate), 2-5 parts of a polycarboxylic acid high-performance water reducing agent, 20-30 parts of gypsum, 2-3 parts of a defoaming agent, 1-1.5 parts of PP (Polypropylene) fibers, 1-3 parts of an anti-aging agent, 5-10 parts of a thickening agent and 1-2.5 parts of a high-molecular polymer, the high-molecular inorganic composite repairing agent provided by the invention has the characteristics of good workability, short setting time, high early strength which can reach 20 Mpa or above within 2 hours, high strength which can reach 60 Mpa or above within 28 days, strong bonding force, high crack resistance, high pressure resistance, high shear resistance, weather resistance, good durability, easiness in plasticity and micro-expansion function; according to the method, sleeper defect (including cracks, corner chipping, damage and the like) parts, open joints between pipelines and ballast bed layers and ballast bed transverse crack parts at positions corresponding to pipe piece joints can be rapidly repaired, so that the quality requirements are met, and the service life of the sleeper is effectively prolonged.
