A second laser is arranged in the center of the second strip-shaped ruler, and one end of the second strip-shaped ruler is hinged to the lower surface of one end of the first strip-shaped ruler and can rotate relative to the first strip-shaped ruler; the positioning feet are respectively connected to one end, far away from the second strip-shaped ruler, of the first strip-shaped ruler and two ends of the second strip-shaped ruler; and the horizontal indicator is connected to the upper surface of the first strip-shaped ruler. The horizontal indicator can calibrate a horizontal operation surface, the three positioning feet are connected to three positions of the circumferential side wall of the tower footing, the end points of the first strip-shaped ruler and the second strip-shaped ruler intersect, and the foundation center of the tower footing can be rapidly determined through the intersection point of the first laser device of the first strip-shaped ruler and the second laser device of the second strip-shaped ruler. And different rotation angles can be formed between the first strip-shaped ruler and the second strip-shaped ruler, so that the device is suitable for tower footings with different diameters.
