The invention discloses a concrete member reinforcing method and a concrete reinforcing structure, and relates to the technical field of concrete structure reinforcing, the concrete member reinforcing structure comprises a concrete member, a first bonding body, a second bonding body and a fiber reinforced composite material strip, and at least one groove is formed in the surface of the concrete member; the first binder is used for filling all the grooves to form first binding bodies, the second binder is used for coating the surface of the concrete member provided with all the grooves and the top faces of all the first binding bodies to form second binding bodies, and the fiber reinforced composite material strips are used for being pasted to the surfaces, away from the first binding bodies, of the second binding bodies; and the fiber reinforced composite material and the concrete member can be stably combined and are not easy to fall off.
