The invention provides a locking device on a temporary pier of a steel box girder cable-stayed bridge and a construction method.The locking device comprises a jacking device and an elevation adjusting device which are arranged on the upper end face of the temporary pier, and an anchoring box matched with the elevation adjusting device is further arranged on the lower end face of a girder; the elevation adjusting device and the anchoring box are connected through a steel strand. The elevation adjusting device comprises two wedge blocks, wherein the inclined faces of the two wedge blocks make contact with each other, and the two wedge blocks are fixed through a fastener. The problem of timeliness of a traditional steel strand connecting mode is solved, the temporary pier and the main beam are rapidly connected and detached while the advantages of the steel strand are kept, and efficient coordination work of the elevation adjusting device and the jack is achieved; the state that only wind resistance needs to be achieved and the elevation of the main beam does not need to be adjusted can be rapidly converted into the state that the elevation of the main beam needs to be adjusted, and the two states are also conveniently and rapidly removed.
