The invention relates to the field of solid waste emission reduction, in particular to a method and system for stabilizing and grading utilization of steel slag. The method comprises the following steps: obtaining hot-state steel slag after a steelmaking procedure; carrying out rolling and first cooling on the hot-state steel slag, and then carrying out hot disintegration and second cooling under the atmosphere condition of carbon dioxide, so as to obtain stabilized steel slag; carrying out N-stage magnetic separation on the refined steel slag to respectively obtain slag steel and steel slag with N particle sizes; the slag steel is returned to the steelmaking procedure, and a steel product is obtained; classifying the steel slag in the N particle size ranges to obtain building materials with different particle sizes; wherein N is greater than or equal to 1 and N is a positive integer; the system comprises: a hot-state steel slag treatment unit, wherein the hot-state steel slag treatment unit comprises a rolling subunit and a hot-stuffy carbonation subunit; the cold solid state treatment unit comprises a magnetic separation subunit, a screening subunit and a grinding subunit; the steel slag is subjected to hot disintegration treatment in a carbon dioxide atmosphere, deep stabilization of the steel slag is achieved, and follow-up graded utilization is facilitated.
