Comprising a prefabricated double-wall retaining wall, an injection type vacuum anchor cable, a deformation absorption layer and a geogrid net, the prefabricated double-wall retaining wall is arranged in the direction parallel to a side slope, and the prefabricated double-wall retaining wall is formed by connecting a plurality of prefabricated double-wall building block single bodies which are sequentially arranged in the horizontal direction and the vertical direction; the prefabricated double-wall earth retaining device is filled with a deformation absorption layer, and the injection type vacuum anchor cable is connected with the prefabricated double-wall earth retaining wall. The large-rigidity assembly type retaining wall and the injection type vacuum anchor cable are fully utilized to be cooperatively stressed, a slope reinforcing system which is rigid and soft and extremely high in integrity is formed, and slope instability damage is effectively prevented and controlled.
