The foundation is a step-shaped section foundation consisting of at least two steps; the reinforced concrete short column is arranged above the foundation and used for wrapping the steel column; the anchor bolt connects the steel column with the foundation through the column base bottom plate; the grouting material layer is used for being secondarily poured into a gap between the column base bottom plate and the foundation so as to be used for adjusting the installation elevation of the steel column.
