The invention relates to a climbing crane construction and dismantling method which comprises the following steps that a track is laid on the nth section of steel beam, a crane is installed on the track, and n is an integer larger than or equal to 1; the crane is started to hoist the (n + 1) th section of steel beam, and the track is laid on the (n + 1) th section of steel beam; a fixed pulley is installed on an anchor pulling plate in front of the crane, and a winch on the crane is connected with the fixed pulley; the winch is started, and the crane is dragged to move to a preset position along the track; the other sections of steel beams are hoisted in sequence, and the crane is moved step by step till hoisting of the steel truss arch is completed; the crane is moved to the bottom of the steel truss arch, the crane retreats along the track until the crane retreats to the initial installation position, the crane is dismantled, the crane does not need to be dismantled in the air, the crane can be moved to the bottom of the steel truss arch to be dismantled, and therefore the crane dismantling construction is simple, and the construction risk is low.
