A moisture and heat preservation device for concrete winter curing comprises a heat insulation pad, a heating pad, a composite function water storage layer and an isolation layer which are sequentially distributed from top to bottom, the composite function water storage layer is formed by compounding water absorption swelling rubber and water absorption non-swelling sponge, and a vertical pipe is arranged on the isolation layer. The heat insulation pad, the heating pad and the composite function water storage layer are respectively and correspondingly provided with through holes for the vertical pipe to penetrate through, the top of the vertical pipe is provided with a water inlet for water on the heat insulation pad to flow in, the bottom of the vertical pipe is provided with a water injection port corresponding to the composite function water storage layer, and the top of the vertical pipe is further provided with a plug. The plug is used for plugging the through hole in the heat insulation pad after the water absorption expansion rubber absorbs water to expand and pushes the heating pad and the heat insulation pad to move upwards. The method is used for guaranteeing the design strength grade of the concrete surface and saving hydrothermal resources.
