The locking anchor is provided with a pre-tightening assembly, the pre-tightening assembly comprises four pre-tightening screw rods fixedly installed on the locking anchor and a pre-tightening plate connected to the four pre-tightening screw rods in a sliding mode, and the pre-tightening plate is provided with a second wire twisting hole with the same size as the first wire twisting hole of the locking anchor; the four pre-tightening screws are located between the locking anchor and the pre-tightening plate and are in threaded connection with pre-tightening nuts, and the pre-tightening plate is provided with a pressing assembly. The pre-tightening device and the pressing assembly are arranged on the locking anchor, so that the problem that the steel strand shrinks in the steel strand clamping process of a clamping piece, and consequently the prestress of the steel strand is lost is solved.
