The invention relates to the field of grouting materials, and particularly discloses a cement grouting material suitable for a marine environment, which comprises the following raw materials by weight: 300-450 parts of cement; 70-220 parts of an active filler; 440 to 530 parts of graded aggregate; 1.5 to 4.5 parts of a water reducing agent; 0.5 to 2 parts of a defoaming agent; 5-20 parts of a composite expanding agent; 0.05 to 0.3 part of a rheological agent; the composite expanding agent is formed by compounding a plastic expanding agent and an ettringite lime composite expanding agent; the rheological agent is a microbial fermentation type rheological modifier; the water reducing agent is a modified polycarboxylic acid ether powdery water reducing agent with a comb-shaped structure. Through the synergistic effect of the raw materials such as the gel material, the active filler, the rheological agent, the composite expanding agent and the water reducing agent, the grouting material has excellent fluidity and system stability and high dispersion resistance in water, under the condition that fibers are not added, the 28d compressive strength exceeds 125MPa, the chloride ion permeability coefficient is extremely low, the sulfate corrosion resistance is high, and the grouting material has good application prospects. The ultrahigh-strength cement grouting material is very suitable for extremely complex marine environments.
