The device comprises a positioning traction system, a suspension system, a spraying system, a resource supply system and a ground monitoring and dispatching system, the positioning traction system is used for supporting the whole device and driving the whole spraying system to move back and forth along a track or a river channel; the suspension system is used for suspending and supporting the spraying system and the resource supply system in the air; the spraying system is used for spraying operation, and the resource supply system is used for supplying water and energy to the whole device; and the ground monitoring and dispatching system transmits signals with the positioning traction system, the spraying system and the resource supply system, so that the working process of the whole device is completed. According to the invention, a dead-corner-free full-coverage dust-removing and haze-suppressing atmosphere control target of a spraying operation area in a main urban area is realized. The technical problems of low height, narrow range, small coverage area, high energy consumption, low efficiency and the like of dust removal spraying operation of the existing fog gun vehicle and the sprinkler are solved.
