A channel entrance comprises a concrete ramp plate and entrance ramp side walls arranged on the two sides of the concrete ramp plate. A long-strip-shaped transverse water retaining dam lifting opening is formed in the concrete ramp plate, a lifting water retaining dam body is arranged in the water retaining dam lifting opening, and the lifting water retaining dam body is jacked and descended through a jacking mechanism arranged below the notch. The invention further discloses a construction method of the flood prevention device. By the adoption of the technical scheme, when flood disasters occur, the lifting water retaining dam can rise rapidly, water flow is prevented from flowing backwards, and underground space is prevented from being flooded; the control performance of the device is good, reliable sealing can be achieved, and leakage is prevented; and the structure is good in concealment performance and basically has no influence on normal operation and appearance at ordinary times.
