The invention discloses a device and method for rapidly blocking a levee breach. The device comprises an adjusting frame, first color strip cloth, a first cement pipe and a first pull rope. The method comprises the steps that the adjusting frame is arranged on the dam on one side of a levee breach; one end of the lower-layer first color strip cloth is connected to the dam on one side of the levee breach; a first cement pipe is arranged on the dam between the upper-layer first color strip cloth and the lower-layer first color strip cloth; one end of a first pull rope is connected to the dam on one side of the levee breach, the other end of the first pull rope is connected with a first cement pipe, and the first pull rope is loosened, so that the first cement pipe slowly rolls into the river channel at the water inlet end of the dam; and sand-gravel materials are put on the lower-layer first color strip cloth falling to the bottom of the river channel, the lower-layer first color strip cloth falling to the bottom of the river channel is pressed, and the sand-gravel materials continue to be put in the direction of the levee breach till the levee breach is blocked. The dike breach can be rapidly controlled not to extend outwards and blocked.
