The invention discloses a three-dimensional soil fixation and water retention net pad for a side slope and a preparation method thereof, the net pad comprises a slope protection net, a plurality of net holes are formed in the slope protection net, first net bags located below the slope protection net are arranged on at least part of the net holes of the slope protection net, the first net bags are used for loading water retention particles, first through holes are formed in the first net bags, and second through holes are formed in the second net bags. The diameter of the first through holes is smaller than the particle size of the water retention particles. The first net bag of the slope protection net is used for loading the water-retaining particles, so that the water-retaining particles can be effectively prevented from being lost along with soil during rain wash, and the water-retaining capacity of the slope protection is kept; meanwhile, the water-retaining particles expand to a certain extent after absorbing water, so that when water flows through the first net bag, local vortex is formed in the streaming process, the fluidity of soil is remarkably reduced, the soil fixation effect is achieved, the soil loss of the slope protection is reduced, and therefore the survival rate of slope protection plants is increased.
