The invention discloses a water surface garbage collection ship and a water surface garbage collection method, and relates to a floating body structure for cleaning water surface garbage. A water surface garbage collection ship comprises a hollow floating body, a garbage collection bin and a motor boat set. The garbage collecting bin is in a hollow regular prism shape and fixedly connected to the lower end of the hollow floating body, and a garbage inlet is formed in the upper end of the side wall of each face of the garbage collecting bin. The motor boat group comprises a motor boat and a connecting belt; and each motor boat is connected with two adjacent motor boats through two telescopic connecting belts, so that all the motor boats are encircled to form a closed garbage collection ring. The water surface garbage collection method is applied to the water surface garbage collection ship and comprises the following steps that the ship travels to a target water area; the motor boat group surrounds a target water area; garbage on the water surface is collected; crushing the garbage and collecting the garbage; the carried garbage is returned. The device can be remotely controlled to move to a target water area, water surface garbage in the target water area is automatically collected, and after garbage collection is completed, the device can return to the shore through remote control.
