The invention discloses a novel road surface speed bump for municipal engineering. The novel road surface speed bump comprises a rubber protection layer, a polymer air bag and a non-Newtonian fluid speed reduction layer, the rubber protection layer wraps the outer surface of the non-Newtonian fluid deceleration layer, and the rubber protection layer is filled with the macromolecule air bag. The radial section of the deceleration strip is in an arc shape, the radius of the arc shape is r, the vertical distance between the highest point of the arc shape and the bottom edge is d1, 0.2 r is equal to d1-0.3, and d1 is larger than or equal to 1 cm and smaller than or equal to 1.5 cm. The thickness of the rubber protection layer is d2, d1 = k * d2, and k is larger than or equal to 3 and smaller than or equal to 4. The polymer air bag is made of foaming polyurethane. The non-Newtonian fluid deceleration layer is obtained by adding polyethylene glycol 200 into nano silicon dioxide to obtain a shear thickening material and then mixing the shear thickening material with thickening xanthan gum and lamellar filler. The compressive strength and the tensile strength of the deceleration strip can be effectively improved, the non-Newtonian fluid deceleration layer can be promoted to be rapidly recovered after deformation, and deceleration and damping are effectively conducted on follow-up vehicles.
