The invention discloses a greening water storage and irrigation device and system and a construction method thereof. The greening water storage and irrigation device comprises a device body, a permeable cover plate and a water absorption strip, the device body is hollow, the top of the device body is open, the permeable cover plate covers the top opening of the device body, the device body is provided with a water inlet hole, a drainage hole and an irrigation hole, and the water absorption strip is made of a water absorption material and penetrates through the irrigation hole. One end of the water absorption strip is located in the device body, and the other end of the water absorption strip is located outside the device body to absorb water in the device body into soil outside the device body. According to the greening water storage and irrigation device, old greening projects can be conveniently transformed, and therefore later maintenance water resource waste, labor cost and the like are reduced.
