The method sequentially comprises the steps that S1, an electric executing mechanism of a dry net double-eccentric electric butterfly valve is replaced; s2, replacing electric actuating mechanisms of the first water outlet double-eccentric electric butterfly valve and the second water outlet double-eccentric electric butterfly valve; s3, the first water outlet double-eccentric electric butterfly valve is replaced; s4, a second water outlet communication valve is replaced; s5, a water return communication valve on a communication pipeline between the first water outlet pipeline and the water return pipeline is replaced; s6, a water return communication valve on a communication pipeline between the second water outlet pipeline and the water return pipeline is replaced; s7, the first bypass communication valve close to the second water taking pipeline is replaced; s8, the first bypass communication valve close to the first water taking pipeline is replaced; s9, a second bypass communication valve is replaced; s10, a branch water taking pump, a multifunctional check valve and a double-eccentric electric butterfly valve on the second water taking branch are replaced; and S11, the water taking pumps, the multifunctional check valves and the double-eccentric electric butterfly valves on the fourth water taking branch, the first water taking branch and the third water taking branch are sequentially replaced according to the method in the step S10.
