The invention discloses fluorescent powder for a luminous cement-based composite material. The chemical general formula of the fluorescent powder is Ca2La (Gd) NbO6: 0.01 Bi < 3 + >, the preparation method comprises the following steps: by taking calcium salt, lanthanum oxide, gadolinium oxide, niobium oxide and bismuth oxide as raw materials, proportioning according to the molar ratio of the chemical general formula Ca2La (Gd) NbO6: 0.01 Bi < 3 + >, and uniformly grinding in an agate mortar to obtain a mixture; and carrying out high-temperature sintering on the obtained mixture, and naturally cooling to obtain the Ca2La (Gd) NbO6: 0.01 Bi < 3 + > fluorescent material. When the fluorescent powder disclosed by the invention is applied to a cement-based material, luminescence is not influenced by a cement hydration process, and the luminescence property is not influenced by the addition of a mineral admixture. The fluorescent powder is added into the cement-based material through simple mechanical mixing, so that the cement-based material is endowed with luminescent characteristics under the condition that the mechanical property and durability of the cement-based material are not influenced, the luminescent color is in a blue or cyan region, and the luminescent color is adjustable and controllable.
