A fire-resistant heat-insulating plate which is formed by filling a foamed resin molded body having continuous pores with a slurry, and which is characterized in that the filled slurry generates a hydrate containing 50 kg/m < 3 > or more of crystal water by a hydration reaction after the filling, at least a portion of the surface is reinforced with one or more inorganic fibers selected from the group consisting of basalt fibers and ceramic fibers.
