The electric arc furnace device comprises an electric arc furnace body, the top of the electric arc furnace body is provided with an auxiliary feeding furnace body, a refractory protective sleeve and a furnace top dry ash blowing pipe, and the lower portion of a furnace cavity of the auxiliary feeding furnace body communicates with the upper portion of a furnace cavity of the electric arc furnace body; a high-temperature flue gas discharge port is formed in the upper portion of a furnace cavity of the auxiliary feeding furnace body and connected with a powder collecting system through a high-temperature flue gas pipeline, the auxiliary feeding furnace body is provided with a feeding port, the refractory protective sleeve is provided with a central oxygen-enriched injection pipe and an electrode hole, the graphite electrode is arranged in the electrode hole, and an electrode injection hole is formed in the center of the graphite electrode. The electrode injection holes are connected with a pulverized coal injection system through electrode pulverized coal injection pipes, and the furnace top dry ash injection pipe is connected with a dry ash injection system. According to the electric arc furnace device, iron can be reduced from steel slag, zinc-containing fly ash can be sprayed into the reduction molten pool, dezincification treatment is conducted on the zinc-containing fly ash in the reducing atmosphere, and finally zinc oxide powder is recycled through the powder collecting system.
