The invention discloses a production method of titanium dioxide and photocatalytic self-cleaning ceramic. The production method comprises the following steps: (1) carrying out acidolysis reaction on high-phosphorus titanium ore to prepare a TiOSO4 solution; (2) adjusting the TiOSO4 solution by using distilled water, controlling the concentration of the TiOSO4 solution, carrying out hydrolysis reaction to prepare a hydrated titanium dioxide precursor, and controlling the phosphorus content in the hydrated titanium dioxide precursor to be 0.2-0.3%; (3) primary washing; (4) secondary washing; (5) pulping; (6) adding SiO2 into the pulped slurry, uniformly stirring, and filtering to obtain a filter cake; and (7) drying and crushing the filter cake. The method has the beneficial effects that the mineral source with high phosphorus content is selected as the raw material, the phosphorus content in the final finished product is increased, the rutile conversion temperature of the product is increased, the conversion rate of titanium dioxide rutile after the porcelain is fired at high temperature (gt, 1000 DEG C) is reduced, and the influence of the reduction of the antibacterial activity of the titanium dioxide rutile is reduced to the minimum.
