The invention belongs to the technical field of bridge wind-induced vibration control, and provides a tuned mass inerter damper for suppressing low-frequency vortex-induced vibration of a large-span bridge in order to solve the problems that a spring of a traditional tuned mass damper for controlling low-frequency vortex-induced vibration is too long and too heavy and the manufacturing cost is too high. A small-mass and large-diameter rotor is introduced to greatly improve the equivalent mass of a vibration system; therefore, the spring length is greatly shortened, the spring rigidity is improved, and the dead weight, static elongation or compression amount and manufacturing cost of the spring are greatly reduced; the extension spring can be designed and processed to have specified initial stress, so that the static elongation of the extension spring under the gravity action of the mass body is further reduced, and the mounting space is saved; the material, the structure and the arrangement form of the mass body are not limited, so that the cost is greatly reduced compared with that of a traditional tuned mass damper; the clear height in a box of a box girder of a large-span bridge is generally higher than 3m, the damper can reach the low-frequency level of 0.1 Hz through optimization design, and an efficient and practical means is provided for vortex-induced vibration control of a main-span kilometer-level bridge.
