The invention provides an ecological restoration method for an upper step of a refuse dump. The ecological restoration method comprises the following steps: flattening a slope surface of the upper step of the refuse dump to be treated; sequentially covering a gravel ash soil layer and a mellow soil layer on the leveled slope surface of the upper step of the refuse dump; a plurality of first connecting inclined ditches are formed in the surface of the mellow soil layer in the first direction of the slope surface of the upper step of the refuse dump; a plurality of second connecting inclined ditches are formed in the surface of the mellow soil layer in the second direction of the slope surface of the upper step of the refuse dump; a plurality of vegetation holes are formed in the first connecting inclined ditch and the second connecting inclined ditch based on a preset interval; gravel, wood chips and soil are added into the vegetation holes, and vegetation is sown, so that the first connecting inclined ditch and the second connecting inclined ditch are utilized to improve the water retention capacity of the upper step of the waste dump, and favorable conditions are further provided for vegetation growth and ecological restoration.
