The levee comprises a levee body, the net mold component and a pile body, wherein a foundation groove is excavated in the levee body; the net mold component is vertically inserted into the foundation groove and comprises a keel, a clamping strip and a ribbed net. Wherein the keels are vertically arranged at equal intervals; the clamping strips are fixedly connected to the two sides of the keel and are perpendicular to the keel. The ribbed nets are clamped on the clamping strips; edge sealing keels are mounted at the upper end and the lower end of the keel; concrete is filled in the net mold component; and the pile body is stacked on one side of the downstream surface of the net mold component and supports the net mold component.
