The invention relates to a rotational flow method water quenching slag waste heat recovery device. The device comprises a water quenching reactor serving as a pressure container; the rotational flow inner cylinder is fixedly arranged in the water quenching reactor; the rotary crushing mechanism is rotatably arranged in the rotational flow inner cylinder, and is used for mechanically crushing the slag falling into the water quenching reactor and throwing the crushed slag to the liquid level of the inner paraboloid at the same time; and the condensing heat exchanger is communicated with the upper part of the water quenching reactor through a pipeline and is used for outputting heat of the steam to the outside. High-temperature hot water under high pressure serves as a medium for absorbing heat, slag waste heat is absorbed in the rotational flow water quenching operation process, on one hand, steam bubbles formed by heat absorption of the high-temperature hot water are separated from slag and flow upwards, and on the other hand, the slag is gathered downwards towards a vortex flow channel under the action of centrifugal force; water granulated slag, saturated water and steam generated in the water quenching process are separated through a mechanical forced centrifugal rotational flow method, generation of foam slag is restrained, and saturated steam suitable for collection and heat exchange is formed.
