The invention discloses a cement-based grouting material taking tailing mud as a complete aggregate, and a preparation method and application of the cement-based grouting material. The cement-based grouting material taking the tailing mud as the complete aggregate is prepared by mixing the following raw materials in parts by mass: 30-60 parts of tailing mud; 30 to 60 parts of a cementing material; 0.4-2 parts of a functional material; 4-25 parts of a composite admixture; and 15-28 parts of mixing water. The cement-based grouting material taking the tailing mud as the complete aggregate, provided by the invention, is used for repairing tiny cavities (holes) and micro cracks in underground spaces. The grouting material has high flowability, can be directly used for grouting micro cavities (holes) and micro cracks by any proper construction process, and is high in construction operability; the trafficability is high, the particle size of the micro aggregate (tailing mud) is small, the micro aggregate can pass through a superfine conveying pipe with the pipe diameter being smaller than 3 mm, and the repairing and repairing requirements of micro holes and micro cracks are met; the tailing mud is used as a complete aggregate, building sand is not used, the cost is low, and the method is worthy of engineering popularization.
