The invention discloses an offshore wind power single-pile composite foundation construction method of a shallow covering layer and a composite foundation thereof. The construction method comprises the following steps that S1, the supporting structure is anchored to a seabed foundation covering layer; s2, the pile stabilizing platform is detachably and fixedly installed on the supporting structure; s3, after the single pile is moved into the pile gripper of the pile stabilizing platform, the single pile is further lowered, and the single pile penetrates through the guide cylinder and is immersed to the mud surface; the pile gripper holds the single pile and adjusts the pile body perpendicularity of the single pile; s4, the single pile is driven to the designed depth; s5, the soil body in the fixed medium containing cavity is removed; then, a fixing medium used for connecting the single pile and the supporting structure is poured into the fixing medium containing cavity, so that the single-pile composite foundation structure is formed; and S6, the pile stabilizing platform is detached from the supporting structure. By means of the structure, the problems that in the prior art, the construction cost of a shallow covering layer and a soft soil foundation seabed is high, and the construction period is long can be effectively solved.
