The invention relates to an unpowered maintenance-free green roof design system which comprises a plant planting unit, an overflow drainage unit, a water storage unit and a nutrient substance adding unit. The plant planting unit is located on the roof and comprises green plants, a substrate layer, geotechnical cloth for soil conservation, a pebble bearing layer, a net-shaped interwoven drainage plate and a waterproof layer from top to bottom. A plurality of super-hydrophilic material columnar pipes penetrate through the interior of the plant planting unit. According to the green roof system, during drought, on the basis of a communicating vessel and the capillary acting force principle of water, percolation water stored during rainfall passes through the super-hydrophilic material columnar pipe, and the stored percolation water is supplemented to soil in an unpowered mode. And when the rainfall is too large, the rainwater can overflow without passing through the substrate layer, so that the environmental pollution caused by nutrient substances percolated by the substrate is avoided.
