The method comprises the following steps: arranging dowel bars; the drilling depth AC is designed; the distance DC between the drilling position and the slab joint is calculated; calculating the diameter of the drill hole; calculating the length AB of the dowel bar; the dowel bar is installed according to the calculated data of the dowel bar, then grouting is conducted, a grouting pipe is inserted into the position away from the bottom of the drill hole by m, and the upper portion of the grouting pipe extends out of the cement pavement panel; grouting is conducted; the equipment comprises a base, an operation plate, a clamping plate and a drilling machine assembly, one end of the operation plate is rotationally connected with one side of the base, the other end of the operation plate is detachably connected with the clamping plate, and the drilling machine assembly is arranged on the operation plate and is in sliding connection with the operation plate through a sliding rail; according to the method, the cement pavement slabs are fixed more firmly, and the method has a good treatment effect on the cement pavement slabs with failure of dowel bars and the cement pavement slabs needing to be additionally provided with a dowel device in the later period.
