When it is detected that much leachate exists in the rigid landfill cells, a side pipe valve is closed, a top sealing cover plate is opened, a leachate guide and discharge pipe is lowered to the bottoms of the landfill cells through a waste gas collecting pipe, and a lifting pump is started to discharge the leachate. Holes are prevented from being formed in the bottoms of the rigid landfill cells, and leachate can be lifted while waste gas is collected.
