The invention relates to the technical field of constructional engineering, in particular to a pre-tensioning method pre-stressed anchor rod construction method which comprises the steps that a pre-stressed anchor rod is installed on a foundation; the foundation is excavated to form a groove, and the pre-stressed anchor rod is located in the groove; an isolation sleeve is arranged on the pre-stressed anchor rod in a sleeving mode; installing a bent anti-punching reinforcing steel bar in the groove, and carrying out a concrete pouring process to form an anchorage pier in the groove; a waterproof layer is formed on the upper surface of the anchorage pier, and an anchorage device is installed on the waterproof layer to anchor the pre-stressed anchor rod; after the prestressed anchor rods are subjected to prestressed tension locking through the anchorage devices, raft reinforcing steel bars are bound on the waterproof layer, and the raft reinforcing steel bars are bound and fixed to the bent anti-punching reinforcing steel bars; pouring concrete to form a raft on the waterproof layer; the construction method has the advantages of being easy to operate, high in construction speed, good in anti-floating effect and the like.
