The invention provides a quick track lifting and lining device for replacing a ballastless track plate of a high-speed railway and a track lifting and lining method thereof. The rapid track lifting and lining device for replacing the ballastless track slab of the high-speed railway comprises a track slab mechanism and a reinforced concrete base, wherein the track slab mechanism is used for installing the rapid track lifting and lining device for replacing the ballastless track slab of the high-speed railway.
