The energy-saving and environment-friendly water floating garbage cleaning device comprises supporting foot stools, and a garbage storage frame is arranged among the eight supporting foot stools; the first mounting plates are symmetrically arranged on one side of the garbage storage frame; and the driving mechanisms are arranged on the opposite sides of the two first mounting plates. The driving mechanism rotates to drive the rotating mechanism to rotate so that the device can move on the water, and then the driving mechanism rotates to drive the conveying belt to rotate so that garbage on the water can be conveyed into the garbage storage frame to be collected in a centralized mode.
