The invention provides an offshore wind turbine foundation and a construction method thereof, and the offshore wind turbine foundation (100) comprises a fixed foundation part (1) which is used for being sunk into a seabed; the lower end of the movable base part (2) is connected with the fixed base part (1) in a manner of rotating relative to the fixed base part (1); the buoy (4) is arranged above the fixed foundation part (1) and is connected with the side part of the movable foundation part (2); and the two ends of the anchor cable (7) are used for being connected to the buoy (4) and the fixed foundation part (1) respectively. According to the scheme, the transportation, installation and maintenance cost of the offshore wind turbine foundation can be effectively reduced.
