The invention discloses a water surface floating garbage salvage ship and a floating garbage salvage method, and relates to the technical field of water environment treatment. A salvage ship for garbage floating on the water surface comprises a ship body, an advancing driving device, a garbage draining device and an angle adjusting device. The garbage draining device comprises a draining net plate, a steering engine and a connecting rod; the moving track of the draining net plate is located between the open upper end of the hull and the outer side of the front end of the hull; when the draining screen plate moves from the outer side of the front end of the ship body to the upper end of the opening of the ship body, the draining screen plate rotates around an eccentric line 12, so that the long side, relatively close to the ship body, of the draining screen plate rotates downwards, and the long side, relatively away from the ship body, of the draining screen plate rotates upwards. Compared with a traditional mode of salvaging garbage floating on the water surface through manual boarding, potential safety hazards existing in manual salvaging of the garbage floating on the water surface are avoided, and the garbage salvaging vehicle can be very conveniently driven into a narrow water area to carry out garbage salvaging operation.
