The invention relates to the technical field of grouting materials, and particularly discloses an inorganic grouting material based on coal gangue and a preparation method and application thereof, the inorganic grouting material comprises the following raw materials by weight: 35-45 parts of coal gangue, 4-6 parts of steel slag, 10-20 parts of gasification slag, 5-10 parts of a composite activator, 10-20 parts of cement, 1-4 parts of gypsum, and 2-6 parts of alumina; wherein the composite exciting agent is prepared from sodium silicate, sodium sulfate, sodium carbonate and sodium hydroxide according to the weight ratio of (1-3): (1-4): (1-3): (1-4). The inorganic grouting material can be used for backfilling of a coal mine goaf, blocking of underground water flow in deep foundation engineering, foundation reinforcement of large or high-rise buildings and grouting reinforcement of road foundations, and has the advantages of being high in structural strength, good in groutability, good in stability, free of segregation and water seepage, good in fluidity, low in cost and high in waste utilization rate.
