The pulse reaming device comprises a protective cylinder and at least one electrode assembly, each electrode assembly comprises a backflow cylinder, a positive electrode and a negative electrode, the positive electrodes and the negative electrodes are arranged at intervals, the positive electrodes and the negative electrodes are arranged below the protective cylinders, and the positive electrodes and the negative electrodes are at least partially arranged in the backflow cylinders. The method solves the problems that an existing bottom expanding construction mode adopts a construction mode of first expanding and then pouring, the drilling collapse risk exists, and the construction safety is affected.
