The rainwater regulation, storage and discharge system comprises a reservoir, a tank body backwashing system, a rainwater treatment system and an electric control system, the reservoir comprises a reservoir body, and a composite impermeable layer, an extruded sheet protective layer and a concrete bottom layer are arranged on the reservoir body; the tank body backwashing system comprises a backwashing main pipe, a plurality of backwashing branch pipes are arranged on the backwashing main pipe, a lifting pipe is arranged on one side of the backwashing main pipe, and the backwashing main pipe, the storage tank body, the lifting pipe and the rainwater treatment system form a circulation loop; and the rainwater treatment system and the recycling well form a circulation loop. The problem that rainfall is distributed unevenly along with seasons is solved, rapid drainage and collection of an existing site can be achieved, the water storage amount of the reservoir can be adjusted, the system is used for road washing and greening spray irrigation in the area, benefits can be better created for a project, and small-range environment protection and energy conservation of the existing site are achieved, and water resources are recycled.
