The invention discloses a preparation method of a honeycomb permeable surface layer. The preparation method comprises the following steps: providing activated magnesium oxide and activated phosphogypsum; and preparing a honeycomb permeable surface layer from a raw material containing the activated magnesium oxide and the activated phosphogypsum. According to the preparation method of the honeycomb water-permeable surface layer provided by the invention, the activated magnesium oxide is added into the ardealite raw material, and the magnesium oxide can effectively inhibit hydration expansion of the ardealite, so that the mechanical strength of the honeycomb water-permeable surface layer is finally improved. Meanwhile, the basic expansion degree of the raw materials can be obtained by using the activated phosphogypsum, so that the water permeability is ensured.
