The rotary deflection device comprises a first connecting frame, a second connecting frame, a telescopic mechanism and a connecting rod assembly. The first connecting frame and the second connecting frame are arranged in parallel, and telescopic mechanisms and connecting rod assemblies are arranged on the two sides of the first connecting frame; the telescopic mechanism is connected between the first connecting frame and the second connecting frame; the two ends of the connecting rod assembly are hinged to the first connecting frame and the second connecting frame correspondingly. The snow shoveling equipment comprises the rotary deflection device, and the first connecting frame is used for being connected with a vehicle body of the snow shoveling equipment; the second connecting frame is used for being connected with a snow shoveling mechanism.
