The device comprises a positioning rod piece, a main steel wire rope, an anti-skid steel plate and a turn buckle. And the positioning rod piece is horizontally inserted into the structural column reinforcing steel bar or the wall reinforcing steel bar. And one end of the main steel wire rope is bound on the positioning rod piece. At least two connecting holes are formed between the upper surface and the lower surface of the anti-skid steel plate in a penetrating mode, and the other end of the main steel wire rope penetrates through the at least two connecting holes of the anti-skid steel plate.
