One end of the interior of a rotary stirring fan is limited through a limiting groove, the rotary stirring fan is adjusted to stir in all directions through cooperation of a power supply device and an inner side electric telescopic rod, concrete is prevented from being solidified after being stacked, and the position of an outer side sealing ring plate on the inner side of the stirring tank is adjusted through an outer side electric telescopic rod; the stirring tank is blocked and closed after water is added into the stirring tank through the water injection hole, and the pavement paving effect is prevented from being affected when the water content of cement concrete is too large.
