Comprising a frame beam, a composite net pad and a pre-stressed anchor cable, the composite mesh pad is fixed to the inner side of the frame beam in a multi-point mode, and the composite mesh pad covers all cells of the frame beam. The composite net pad and the frame beam are poured into a whole during pouring construction of the frame beam; the composite net pad is located between the slope body and the frame beam and tightly attached to the slope face.
