The invention discloses a toilet water supply device and a toilet. The toilet water supply device comprises a water inlet control mechanism, a switching mechanism, a reset mechanism and an energy storage driving mechanism. The switching mechanism is provided with a first water channel, a second water channel and a switching valve element. The reset mechanism drives the switching valve element to block the second water channel. The energy storage driving mechanism is provided with a water accumulation cavity, part of water in the first water channel is utilized to enable the energy storage driving mechanism to store energy, after water flow in the first water channel becomes small, the energy storage driving mechanism releases energy to drive the switching valve element to block the first water channel so that the second water channel can be unblocked, and water flows out of the second water channel when water is supplied to the switching mechanism again; and after water supply to the switching mechanism is stopped for a period of time, the switching valve element is reset to block the second water channel and returns to the initial state. According to the device, energy of flowing water in the water supply pipeline is used for driving the valve element to move in a delayed mode, and meanwhile the water inlet control mechanism is used for controlling a water outlet to circulate. The invention also provides a toilet bowl with the toilet bowl water supply device.
